十二屆全國人大四次會議舉行記者會，邀請教育部部長袁貴仁就“教育改革和發展”的相關問題回答中外記者的提問。他表示切實提高鄉村教師待遇，對鄉村教師都進行生活補助。

　　袁貴仁表示，去年國務院印發了《鄉村教師支持計劃》，對鄉村教師隊伍建設做了全面的部署。當前，我們正在積極推動落實這個計劃提出的各項重點任務：

　　第一，統一城鄉教師編制標準。因為過去城市的生師比編制標準高，農村低，首先要統一。而且要結合農村教育的特點，要有和城市一樣的生師比，除了生師比之外，還有一些規模較小的學校和村小，還要參照班師比。

　　第二，要拓展農村鄉村教師的來源渠道，多方面的源源不斷地為鄉村教師充實新生力量。

　　第三，切實提高鄉村教師待遇。這項工作在幾年前已經在連片集中貧困地區做了安排，惠及了幾十萬名鄉村教師。這次要對所有的鄉村教師都進行生活補助。

　　鄉村學校怎樣才能留住教師?日前，浙江省政府辦公廳印發《浙江省鄉村教師支持計劃(2015?2020年)實施辦法》(以下簡稱《實施辦法》)。針對鄉村教師面臨的突出問題，提出了措施。
